The GPU’s fans are not spinning.
Most 30 Series or later GPUs have the “FREEZE FAN STOP” feature, which makes it so that the fans would only turn on once the GPU is operating at or above a certain temperature (~50 to 60 degrees Celsius).
This can be configured using the FireStorm software.
